VDOT’s Qualification Program is now available for localities to begin the on-line classes!  VDOT’s Qualification Program includes a set series of on-line and classroom training sessions that provide a high level overview of the federal requirements for locally administered projects.

The Qualification Program is intended to provide more consistency in training and in determining a locality’s readiness to administer federal projects. This program is designed for the Responsible Charge in the locality.  FHWA requires a designated responsible  charge who must be a  full time employee of the locality when administering federal aid projects. The Federal regulation is silent about engineering credentials. Thus, the person in “responsible charge” of LPA administered projects need not be an engineer but must have a base knowledge of federal requirements and be a decision maker for major project decisions. This requirement applies even when consultants are providing construction engineering services.

VDOT has established that by December 2020,  all localities must have at least one person on staff that has met the requirements of the Qualification Program in order to administer a federal aid project.  You can visit VDOT’s Qualification Program webpage for more information.

Currently the Qualification Program is only open to local governments and PDCs. It will be opened to consultants at a later date.
