As budgets for drainage structure replacements are decreased, the importance of proper culvert installation increases. A public agency capable of properly installing culverts provides a valuable service to the citizens they support. The first half of the training day provides information to increase the attendee’s knowledge on the proper installation practices and post installation inspection practices for the three-primary culvert material (concrete pipe, plastic pipe and metal pipe) choices in Virginia. The intent of this training is to ensure owners maximize the service life of their culvert choice. The course transitions from round culverts to box culverts for the remainder of the day. This class explains the proper installation practices for precast reinforced box culverts. This training segment empowers a public agency with the ability to install/replace small bridges with their own assets, stretching budgets and increasing project opportunities.

Walter C. Catlett
Mr. Catlett is a registered engineer responsible for technical training of precast concrete products across the United States. He has a B.S. in Civil Engineering from Texas A&M University and a Masters in Strategic Studies from the U.S. Army War College in Carlisle, PA. His training focus remains on educating engineers, contractors/installers and inspectors on proper installation practices that provide strategic opportunities for public agencies. He remains an active member of the Arkansas Transportation Research Advisory Council, Virginia LTAP Advisory Board and a facilitator for several Local Technical Assistance Programs. Mr. Catlett retired from the military in January of 2018 after completing 30 years of combined service in the United States Marine Corps and U.S. Army Reserve.

Personnel involved in culvert installation/replacement/utilization on state and local roads; road/bridge workers, foremen, superintendents, inspectors as well as engineers and technicians seeking training on proper installation practices of culverts, box culverts and their functions as well as design considerations. Experienced personnel needing a refresher on pipe and box culvert installation/utilization will find this class beneficial.

Special Registration Instructions for Employees of the Virginia Department of Transportation
VDOT employees must register through the VDOT Virtual Campus. Registration fees and related expenses for all VDOT employees will be paid from the VDOT Learning Services Center budget. Registrants should contact their District Training Coordinator or the VDOT Learning Services Center (Central Office employees) for instructions on how to seek reimbursement for travel expenses.
Due to current travel restrictions, VDOT employees are strongly encouraged to attend U. Va. TTA workshops on a day trip basis. Overnight travel requires permission from your District Administrator or Chief -- and in some cases higher levels of authority. If you require overnight lodging to attend a U. Va. TTA workshop, consult with your supervisor, District Training Coordinator, or VDOT Learning Services Center on travel approval procedures.
