Transportation projects utilizing federal funding or requiring federal approval are required to comply with the National Environmental Policy Act (NEPA) and other federal environmental laws before final decisions are made, actions taken, and resources committed that could have environmental effects.  NEPA requires Federal agencies to consider the environmental effects of their proposed actions that include, among others, effects on social, cultural, natural and economic resources. Additionally, NEPA requires coordination with citizens and other federal agencies because they often have valuable information about places and resources that they value and the potential social, environmental, and economic effects that proposed projects may have on those places and resources. This course has been developed to help state and local agencies receiving federal funding, as well as consultants assisting those agencies, to understand the overall purpose of the legislation and its applicability as well as other federal laws and requirements that may come into play during the environmental review process.

Angel Aymond

Angel Aymond is a Location Studies Project Manager in VDOT Environmental Division’s NEPA Programs section. She has worked for VDOT for over four years. In her current role, she manages the development of Environmental Assessments and Environmental Impact Statements. Most recently, she managed the development of the One Federal Decision Martinsville Southern Connector Study Draft EIS.

Ed Sundra

Ed Sundra is the Director of Program Development overseeing the planning, environment, right of way, and finance programs for the FHWA Virginia Division Office. He has worked for FHWA for over 31 years and in the Virginia Division Office over 29 years. Most of his time has been spent working in the environmental area where he has been responsible for coordinating, reviewing, and approving NEPA documents including Categorical Exclusions, Environmental Assessments/Findings of No Significant Impact, and Environmental Impact Statements/Records of Decision. During his career in Virginia, he has been involved with or managed the NEPA process for FHWA for a number large-scale projects including the Springfield Interchange, Woodrow Wilson Bridge, Interstate 73, SMART Highway, Charlottesville Bypass, Capital Beltway HOT Lanes, I-95 Express Lanes, Route 37 Bypass, Madison Heights Bypass, Southeastern Parkway and Greenbelt, Chesapeake Expressway, Grundy Bypass, Bi-County Parkway, Route 460, and the Hampton Roads Crossing Study.

John Simkins

John Simkins is the Planning, Environment and Freight Program Team Leader for the FHWA Virginia Division Office.  He has worked in the Virginia Division Office in the environmental area for over 16 years and has been responsible for managing the NEPA process for projects throughout the State with a focus on Northern Virginia, Richmond, and Hampton Roads.  He has experience preparing NEPA documents, coordinating with federal regulatory and resource agencies, and reviewing and approving Categorical Exclusions, Environmental Assessments/Findings of No Significant Impact, and Environmental Impact Statements/Records of Decision.Some of the larger projects that he has managed through the NEPA process include the Interstate 64 Peninsula Study, Elizabeth River Tunnels project, MLK Extension project, Coalfields Expressway, Interstate 81 Corridor Study, Harrisonburg Southeast Connector, and I-66 Outside the Beltway.
