DAY 1 – Local Project Administration Part I – Project Development

Congratulations – you were successful in obtaining federal and/or state transportation funding for your local project.  Now comes the hard of work of developing your project to meet state and federal requirements.  Failure to meet state and federal requirements could result in delayed reimbursement or the potential of not receiving reimbursement for your project expenses. It is critical that your project manager and project team understand state and federal requirements in-order for your local project to be reimbursed for the maximum amount allowable. This workshop will review state and federal requirements, processes, and resources needed to successfully administer a state or federally funded transportation project from project initiation through project advertisement (design phase). Common mistakes documented by VDOT and FHWA compliance reviews will be reviewed.  Training materials will draw primarily from the VDOT Locally Administered Project Manual and the FHWA Contract Administration Core Curriculum, as well as the Instructor’s experience.

DAY 2 – Local Project Administration Part II – Project Delivery

Your project has entered the next phase – Construction.  Your project team now needs to understand what is required to satisfy state and federal requirements during the Construction Phase. This workshop will cover state and federal requirements, processes, and resources needed to successfully administer a state or federally funded transportation project from Construction Contract Award through project closeout (construction phase).  This workshop will cover construction administration, construction consultant procurement, roles and responsibilities, qualifications for inspectors and materials technicians, materials quality assurance, project documentation during construction, change orders and claims, and project closeout.  This workshop will include a review of federal contract requirements for the construction phase including Buy America provisions, Civil Rights DBE & EEO compliance, and Labor compliance.  Training materials will draw primarily from the VDOT Locally Administered Project Manual and the FHWA Contract Administration Core Curriculum, as well as the instructor’s experience.

Instructor

Stephen Rowan

Steve has over 34 years in the Highway Transportation Infrastructure field. He started his career as a Highway Construction Inspector with the Virginia Department of Transportation (VDOT) in 1984 after graduating from Virginia Tech with a BA degree in Urban Affairs. Steve’s career at VDOT included a variety of technical and management positions in Construction Inspection, Contract Administration, Construction Management, Maintenance & Operations Management, Asset Management, Emergency Management, Facilities Management, Project Management, and Program Management. Steve completed a Master of Engineering Degree in Operations Research & Systems Analysis at Old Dominion University in 2002, as well as a Master’s Certificate in Project Management from The George Washington University in 2008. In addition, Steve was selected in 2011 to attend the Transportation Project Management Institute at the University of Virginia – Center for Transportation Studies. Steve was the Director of the Urban Program Management Office in the VDOT Hampton Roads  District from 2011 until he retired in February of 2017.  He worked closely with local government staff and the Hampton Roads Transportation Planning Organization staff to deliver their federal and state funded transportation programs. Steve is a member of APWA, ASHE, ITE, PMI, and has been a credentialed Project Management Professional (PMP) since 2006.
