The accurate estimation of costs provides a foundation for the effective development and delivery of projects. The estimate of project costs is a critical function that is conducted throughout the development and delivery of highway projects and other types of improvement initiatives on the surface transportation system. The ability to develop, manage, and control project cost estimates is a critical function that is conducted in the planning, programming, preliminary and final design, and procurement of projects.
The escalation of costs and challenges with financing, developing and implementing highway related projects is a critical concern to all public agencies. There are a number of factors and issues that contribute to the escalation of cost throughout the project development process. Public agencies are exploring opportunities to improve how they develop, manage and control the estimation and ultimate project costs throughout the project development process.
The ability to improve the consistency and how project costs are estimated, managed and controlled throughout the project development process is critical to the success of each project and an agency project development and delivery program. This course will introduce participants to the basic concepts, challenges and best practices with estimating and managing project cost estimates. This course will provide participants with an overview of the: 1) fundamentals of cost estimating, 2) process of developing project costs, managing cost estimates, 3) cost escalation factors, 4) deterministic and risk based cost estimating, and 5) how cost estimating varies in the project development process.

Jon Obenberger is lecturer for the University of Virginia’s Transportation Training Academy and the Transportation Project Management Institute (TPMI). Dr. Obenberger has 25 years of experience with leading programs, policy initiatives, projects, and day-to-day activities related to the planning, design, and operation of highways and local streets for local, regional, state, and Federal agencies. Dr. Obenberger serves on numerous national committees and task forces. He is the secretary of the AASHTO Preconstruction Engineering Management Technical Committee. Dr. Obenberger is also the secretary of the Freeway Operations Committee and member of the Active Traffic Management Task Force of the Transportation Research Board (TRB).
Dr. Obenberger is also the Preconstruction Team Leader in the Office of Program Administration for the Federal Highway Administration’s (FHWA) Office of Infrastructure in Washington, D.C. In this position Dr. Obenberger leads a wide variety of initiatives aimed at advancing design practices nationally, FHWA’s design discipline, and the efficiency and effectiveness of FHWA’s stewardship and oversight of the delivery of the Federal-aid highway program. Dr. Obenberger earned B.S. and M.S. degrees in Civil & Environmental Engineering at the University of Wisconsin, and a Ph.D. degree from Virginia Tech. He is a licensed professional engineer in Wisconsin.

State, local agency, contractor, Metropolitan Planning Organization, road authority, and academic staff who are responsible for or participate in developing, managing, or approving project cost estimates in the planning, programming, preliminary, or final design of highway improvement projects and other types of projects on the surface transportation system.

Special Registration Instructions for Employees of the Virginia Department of Transportation
VDOT employees must register through the VDOT Virtual Campus. Registration fees and related expenses for all VDOT employees will be paid from the VDOT Learning Services Center budget. Registrants should contact their District Training Coordinator or the VDOT Learning Services Center (Central Office employees) for instructions on how to seek reimbursement for travel expenses.
Due to current travel restrictions, VDOT employees are strongly encouraged to attend U. Va. TTA workshops on a day trip basis. Overnight travel requires permission from your District Administrator or Chief -- and in some cases higher levels of authority. If you require overnight lodging to attend a U. Va. TTA workshop, consult with your supervisor, District Training Coordinator, or VDOT Learning Services Center on travel approval procedures.
