State DOTs and local agencies when developing projects involving federal-aid must follow a prescribed set of rules, regulations, and procedures. This course will cover the various steps necessary to meet the federal requirements. The course will be initiated with a discussion of categorical funds and what activities they are eligible for. A detailed presentation will be made on how the federal highway financial system works and the process that determines the amount of federal funds that will be available to the States and MPOs. Presentations will then be made on federal rules to meet planning and environmental requirements, right-of-way rules and requirements (the Uniform Act), design standards, and the bridge inspection program requirements. Federal contract requirements will also be presented that discuss a broad of issues such as use of proprietary materials, contract bidding rules, contract provisions, etc. Class exercises will be used to demonstrate typical real life issues involving the development of federal-aid projects.
Mr. Dane Ismart of Louis Berger & Associates, retired from the Federal Highway Administration (FHWA) after 25 years of service in a variety of policy, planning and engineering positions. He was responsible for implementing the Intermodal Management Systems regulations. Mr. Ismart has authored manuals and taught NHI courses on Capacity Analysis, Access Management, Financial Management, Travel Demand Forecasting and Intermodal Planning, and is a member of the TRB Highway Capacity Subcommittee on Unsignalized Intersections. Mr. Ismart is a graduate of Georgia Tech with a Bachelor’s Degree and received his Master’s Degree in Civil Engineering from the University of Minnesota.

Special Registration Instructions for Employees of the Virginia Department of Transportation
VDOT employees must register through the VDOT Virtual Campus. Registration fees and related expenses for all VDOT employees will be paid from the VDOT Learning Services Center budget. Registrants should contact their District Training Coordinator or the VDOT Learning Services Center (Central Office employees) for instructions on how to seek reimbursement for travel expenses.
Due to current travel restrictions, VDOT employees are strongly encouraged to attend U. Va. TTA workshops on a day trip basis. Overnight travel requires permission from your District Administrator or Chief -- and in some cases higher levels of authority. If you require overnight lodging to attend a U. Va. TTA workshop, consult with your supervisor, District Training Coordinator, or VDOT Learning Services Center on travel approval procedures.
