The Speed Management Techniques and Applications Course is designed to provide participants with the knowledge and principles for applying various techniques for countering speeding and speed related crashes. The first sections of the course review the Fatality Analysis Reporting System as well as other sources of crash data. Methods for identifying potential hazardous areas related to crashes involving roadway departures, intersections, and bicycle and pedestrians are demonstrated.
A portion of the course is devoted to discuss and demonstrate methods for determining appropriate design and posted speeds. The application of USLIMTS2 software is presented to the class for developing posted speed limit recommendations.
The course also reviews various speed reduction techniques that are applicable to rural and urban areas and reviews their effectiveness. The countermeasures are categorized into three types of speed related crashes: 1. Road Departures; 2. Intersections; 3. Pedestrians & Bicyclists. The class is asked to apply the appropriate techniques to a series of case studies.

Mr. Dane Ismart of Louis Berger & Associates, retired from the Federal Highway Administration (FHWA) after 25 years of service in a variety of policy, planning and engineering positions. He was responsible for implementing the Intermodal Management Systems regulations. Mr. Ismart has authored manuals and taught NHI courses on Capacity Analysis, Access Management, Financial Management, Travel Demand Forecasting and Intermodal Planning, and is a member of the TRB Highway Capacity Subcommittee on Unsignalized Intersections. Mr. Ismart is a graduate of Georgia Tech with a Bachelor’s Degree and received his Master’s Degree in Civil Engineering from the University of Minnesota.

Special Registration Instructions for Employees of the Virginia Department of Transportation
VDOT employees must register through the VDOT Virtual Campus. Registration fees and related expenses for all VDOT employees will be paid from the VDOT Learning Services Center budget. Registrants should contact their District Training Coordinator or the VDOT Learning Services Center (Central Office employees) for instructions on how to seek reimbursement for travel expenses.
Due to current travel restrictions, VDOT employees are strongly encouraged to attend U. Va. TTA workshops on a day trip basis. Overnight travel requires permission from your District Administrator or Chief -- and in some cases higher levels of authority. If you require overnight lodging to attend a U. Va. TTA workshop, consult with your supervisor, District Training Coordinator, or VDOT Learning Services Center on travel approval procedures.
