Description
Although most asphalt mixtures in Virginia contain reclaimed asphalt pavement (RAP), durability issues may arise if they are not properly designed. A key challenge is the uncertainty on the amount of RAPbinder that is available and blends with the virgin binder. Although current specification assumes 100% availability, the partial availability assumption (i.e., < 100%) is recognized within the asphalt community to be more accurate. Giving full credit to the RAP binder may lead to under-asphalted mixtures, which can be especially critical at higher RAP contents. The lack of practical test methods further limits the adoption of partial availability concepts during design. This presentation summarizes the findings from a recently completed project, highlighting a practical and low-cost laboratory test method used to quantify the recycled binder availability (RBA) of RAP materials in Virginia and providing the analysis to evaluate the impact of RBA on asphalt mixture composition and laboratory performance. This project showed that adopting RBA during design may optimize the Balanced Mix Design (BMD) process, supporting VDOT’s BMD implementation in Virginia.

Kazuo Kuchiishi
Kazuo Kuchiishi is a research scientist at the Virginia Transportation Research Council (VTRC) the research division of VDOT. Kazuo holds a bachelor’s degree in Civil Engineering from the University of Sao Paulo, in Brazil, a Master’s degree in Transportation Engineering from the same institution, and a Ph.D. degree from North Carolina State University. His research is focused on the characterization and performance modeling ofasphalt materials and pavements, including topics related to balanced mix design, mechanistic evaluation, and cold recycling. When he is not busy with research, you might find him watching TV shows, playing, or just hanging around with his wife and kids.

Special Registration Instructions for Employees of the Virginia Department of Transportation
VDOT employees must register through the VDOT Virtual Campus. Registration fees and related expenses for all VDOT employees will be paid from the VDOT Learning Services Center budget. Registrants should contact their District Training Coordinator or the VDOT Learning Services Center (Central Office employees) for instructions on how to seek reimbursement for travel expenses.
Due to current travel restrictions, VDOT employees are strongly encouraged to attend U. Va. TTA workshops on a day trip basis. Overnight travel requires permission from your District Administrator or Chief -- and in some cases higher levels of authority. If you require overnight lodging to attend a U. Va. TTA workshop, consult with your supervisor, District Training Coordinator, or VDOT Learning Services Center on travel approval procedures.
