  • This presentation will summarize a VTRC study on estimating disadvantaged populations using publicly available data to better support transportation planning and infrastructure investment decisions. It will discuss the limitations of commonly used data sources, the development of tract- and block-group-level estimation models, and how these methods can help agencies make more reliable and equitable project prioritization decisions.

Yiqing Xu, Ph.D., is a Research Scientist at the Virginia Transportation Research Council (VTRC). Her work focuses on transportation planning, data analysis, and applied modeling to support infrastructure decision-making.
