Description

Join us as we kick off the Safety Circuit Rider 2026 Roundtable series with an increased focus on pedestrian and bicycle safety.  We are excited to hear Michael Sawyer (City of Richmond), Dempsey Bruton (City of Virginia Beach) and Dan Gelinee (UNC Highway Safety Research Center) share how they utilize LPIs along with other pedestrian safety strategies.  A Leading Pedestrian Interval (LPI) is a traffic signal timing strategy that gives pedestrians a “head start”—typically 3 to 7 seconds—to enter a crosswalk before parallel vehicular traffic is given a green light. By allowing pedestrians to establish themselves in the intersection first, LPIs make them significantly more visible to drivers who may be preparing to turn.

Key Safety Benefits of LPIs include reduced collisions, enhanced visibility, improved yielding and support for vulnerable users.  While LPIs are highly effective, their success often depends on complementary measures like Accessible Pedestrian Signals (APS), No Turn on Red (NTOR) which can be implement with minor to no additional vehicular delay.  Local agencies often prioritize LPIs at intersections with high pedestrian volumes, heavy turning traffic, documented history of pedestrian-involved crashes and proximity to schools or transit hubs.  We hope you will join us for an hour that will take us one step closer to Zero fatalities on our roadways.
